**The Role**
We are now looking for the **Executive Director Market Access e Government Affais,** who will develop and implement a MA & Government Affairs vision to shape and influence the national healthcare policy to ensure access of life saving, transformational medicines to patients.
Communicate the vision internally and ensures cross functional alignment to get internal support for that vision, and builds a network that leads the initiatives to achieve that vision in line with BMS strategy.
**Key Duties And Responsibilities**
- Create and communicate a unified vision and strategy for market access & government affairs, aligned with Global and MM vision and in constant alignment with GM
- In strict coordination with GM, defines and implement negotiation strategy to ensure access of the product launches in Onco, IM, Hema pipelines.
- Scan external environment to identify and analyse trends/changes which will influence access, and their implications for BMS
- Shape healthcare policy by identifying, building and leveraging strong relationships with key external stakeholders
- Define and lead implementation of Payers’ Value strategy, dedicated to removing or minimising funding barriers at nationa/regional/local level through a team of Central/Field Access Managers
- Ensure access to new therapies in launch preparing, leading and managing negotiation with AIFA, ensuring highest level of engagement of all key stakeholders.
- Lead and manage a team of Market Access functional specialists (Price & reimbursement, Field Access, Bids) to ensure flawless implementation of all activities Understands country healthcare system and potential impact of systemic developments both and national and regional level
- Ensure creation of integrated market access plans for all key brands within the Brand Planning process
- Develop and maintain a seamless interface with Global MM Market Access group to ensure local requirements are represented effectively and early
- Ensure full representation and participation of Market Access functions in all country brand teams through nominated local Disease Area Access Leads
- Using high-level diplomatic and interpersonal skills, build a strong external network and partner with industry associations, health professional organizations, and other counterparts to build coalitions of support for the BMS vision to implement political advocacy campaigns to enhance the national pharmaceutical industry
**Experiences Desired**
- ** Minimum five years working with (and/or within) national governments and institutions, developing and/or influencing healthcare public policy.**:
- ** Experience in effectively and persuasively articulating complex issues to key decision makers**:
- ** Strong Experience in P&R; at local level, with direct access negotiations with AIFA**:
- Experience in analyzing complex issues, utilizing strategic thinking and implementing tactical plans.
- Working experience in one or more diversified businesses, notably within the healthcare industry.
- Fluency in English (beside national mother tongue/s). Other languages an asset.
- Strong experience in representing MA local interests at corporate level, ensuring highest level of alignment between global and local agendas
- Extensive experience in matrix management
**Qualifications, Knowledge and Skills Required**
- ** Mastery of government processes and a clear understanding of how to influence key decision makers effectively.**:
- **Education in law, political sciences or life sciences (including pharmacy) preferable.**:
- **Understanding of healthcare systems, including funding policies (P&R;).**:
- Knowledge/understanding of Bristol-Myers Squibb therapeutic areas, pipeline and its priority business objectives.
- Knowledge of the operations and issues associated with pharmaceutical and biopharma business
- Knowledge of how to establish and build on a network of key influencers around issues of mutual interest.
- Appreciation of cultural diversity, human behavior, business and organizational strategies
- Mastery of the spoken and written word
- Knowledge of social aspects of business and ability to operate in a diverse, global environment
